The State Affairs Committee considered SENATE JOINT                            
RESOLUTION NO. 24 Proposing amendments to the Constitution of                  
the State of Alaska relating to the transmittal of bills after passage,        
enactment of bills without the governor's signature, to vetoes, and to         
consideration by the legislature of vetoed bills, and recommended it
